The “LCCAP Technical Framework and Hands-On Training Program” has successfully concluded. Designed to support the preparation of Local Climate Change Action Plans (LCCAP), the initiative brought together representatives from public institutions, local governments, academia, and key stakeholders. Over the two-day intensive training, experts led hands-on sessions covering the technical guidelines for LCCAPs, climate projections, vulnerability assessments, greenhouse gas inventory methodologies, and urban climate finance. Speaking at the opening of the event, Ömer Öztürk, Head of the Department of Climate Change Adaptation and Local Policies, underscored that climate change is no longer a distant threat but an urgent challenge unfolding today, noting that the past decade has officially been the hottest on record.
Öztürk emphasized that building climate-resilient cities by mapping out risks ahead of time is just as vital as managing disaster response. He pointed out that under the new Climate Law, setting up Provincial Climate Change Coordination Boards and drafting Local Climate Change Action Plans is now mandatory across all 81 provinces. He also stated that this planning process will be driven by a uniform methodology and shared standards nationwide. Once finalized, these plans will serve as a definitive roadmap for driving local climate adaptation and cutting greenhouse gas emissions.
The action plans will first be deployed in Kahramanmaraş, Antalya, Elazığ, Isparta, Kastamonu, and Ordu, which have been selected as the project's pilot provinces.The plans, which will be prepared for the first time in Türkiye within this scope, are intended to serve as a model for future planning efforts to be carried out across all provinces. Backed by a technical team of nearly 35 experts, the project aims to scale up the climate action capacity of local authorities. This includes mapping out climate risks, compiling greenhouse gas inventories, setting up decision-support systems, and deploying digital toolkits to track climate actions. Moving forward, the resolutions passed and initiatives launched by the Provincial Climate Change Coordination Boards will be monitored and reviewed through a data-driven, indicator-based tracking system.
