Prof. Dr. Mehmet Emin BIRPINAR
Prof. Dr. Mehmet Emin BİRPINAR, born in Konya in 1966, graduated from Istanbul Yıldız Technical University, Department of Civil Engineering in 1988. Having completed his master's and doctorate education at Yıldız Technical University, Department of Civil Engineering, Prof. Dr. BİRPINAR completed his graduate studies in Civil Engineering at the Italian University in 1991 and the Netherlands Delft University of Technology in 1994. Receiving the title of professor in 2009, Prof. Dr. BİRPINAR is still a faculty member at Yıldız Technical University.
Starting to work as the Deputy Undersecretary at the Ministry of Environment and Urbanization in 2013. Before being appointed to this position, Prof. Dr. BİRPINAR served as the Istanbul Provincial Director of Environment and Urbanization between 2011 and 2012. During the period of the repealed Ministry of Environment and Forestry, he served as Istanbul Provincial Director of Environment and Forestry between 2003 and 2011.
Prof. Dr. BİRPINAR was elected as the Head of the Bureau for the 2014-2015 period at the “18th Meeting of the Parties of the Convention for the Protection of the Mediterranean Sea against Pollution”, which is abbreviated as the Barcelona Convention, held in Istanbul in December 2013.
On April 9, 2015, he was appointed as the chief negotiator to represent Turkey in the International Climate Change Negotiations held by the United Nations Framework Convention on Climate Change.
He is a member of the Water Engineering Research and Development Center (WERDEC), the International Water Engineering and Research Association (IAHR), and the American Society of Civil Engineers (ASCE). Prof. Dr. BİRPINAR also serves as a member of the board of directors of various associations and foundations. He has also published more than a hundred articles and papers in scientific journals, and national or international congresses, and is a columnist in various newspapers.
