COP31 Chief Climate Diplomacy Officer and Director of Climate Change Prof. Halil Hasar attended the Seas and Oceans Summit held in Trabzon as part of the COP31 process.

Following the main event featuring COP31 President-Designate and Minister of Environment, Urbanisation and Climate Change Murat Kurum, Director of Climate Change Hasar unveiled the 13-point ‘Trabzon Ocean Call to Action.’
Chaired by COP31 President-Designate Kurum and attended by journalists representing 17 nations, the closing session saw Director of Climate Change Hasar announce the 13-point Trabzon Ocean Call to Action, outlined below:

TRABZON CALLS FOR DIALOGUE, CONSENSUS, AND ACTION

  1. We acknowledge the imperative to protect, conserve, and restore marine and coastal ecosystems, recognizing their vital contribution to climate resilience, biodiversity, and sustainable development.
  2. We stress that driving meaningful ocean and marine action requires deeper cooperation across governments, international and regional bodies, financial institutions, research entities, the private sector, and civil society.
  3. We underscore that full execution of the Paris Agreement remains essential to curbing climate risks and building sustainable, resilient marine ecosystems.
  4. We reaffirm our commitment to the full and effective rollout of the Kunming-Montreal Global Biodiversity Framework alongside the Convention on Biological Diversity, fully integrating its ocean-focused targets.
  5. Under Türkiye’s COP31 Presidency—working hand in hand with Australia as the President of Negotiations—we commit to driving marine action forward through COP31 in Antalya, leveraging deep regional engagement with the Pacific at the Pre-COP.
  6. We anchor oceans and seas as a centerpiece of the COP31 Climate Action Agenda, prioritizing practical, execution-focused solutions built on solid partnerships.
  7. We advocate for the expanded rollout of ecosystem-based strategies, including nature-based solutions, to advance climate adaptation, address climate-related risks, and strengthen coastal resilience, where applicable.
  8. We encourage Parties to seamlessly integrate ocean-driven mitigation, adaptation, and resilience measures into their Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs).
  9. We champion the distinct needs of developing nations—especially Small Island Developing States (SIDS) and Least Developed Countries (LDCs)—by scaling up targeted capacity building, tech transfer, and financial access.
  10. To accelerate action on oceans and seas, we call for mobilizing expanded financial resources and support the effective, on-the-ground deployment of appropriate financial tools—including grants, concessional finance, guarantees, and blended capital.
  11. We push for the widespread adoption of cutting-edge science and technology—from early warning systems and predictive modeling to remote sensing and digital tools—to elevate monitoring, risk management, and overall preparedness.
  12. Capitalizing on momentum from the Istanbul Oceans and Seas Workshop (August 13–14, 2026) and the Trabzon High-Level Segment, we pledge to scale up existing marine initiatives and coalitions ahead of COP31 in Antalya.
  13. We commit to delivering tangible, bankable ocean outcomes at COP31, cementing the implementation-driven legacy of this summit.
