Local Climate Change Adaptation Strategies and Action Plans (YUSEPs) have been prepared for four pilot provinces identified under the Enhancing Adaptation Action in Türkiye Project. YUSEPs prepared for the 2025–2030 implementation period cover Muğla, Konya, Samsun, and Sakarya and encompass eleven sectoral areas. These areas include the following: Urban development, water resources management, agriculture and food security, biodiversity and ecosystem services, public health, energy, industry, tourism and cultural heritage, transport and communication, social development, disaster risk reduction, and cross-cutting issues. Climate-related hazards such as heat waves, droughts, extreme precipitation, severe winds, and forest fires increasingly affect human health and place mounting pressure on the environment, which in turn makes adaptation action particularly critical for cities. Cities also offer significant opportunities for climate action and therefore stand out as a core part of the solution. Within the scope of local-level climate action, YUSEPs serve as a key planning instrument.

During the development of the plans, stakeholders followed a highly participatory approach. At every stage of the process, teams finalized both the analytical framework and the information produced through consultations with local actors. Under the YUSEP framework, Muğla identified 107 adaptation actions across 12 sectors and thematic areas, while Konya and Samsun each identified 100 adaptation actions across 12 sectors and thematic areas. Sakarya identified adaptation actions across 12 sectors and 106 thematic areas. An online monitoring system operating under the Climate Portal will track the implementation of YUSEPs. This system will monitor progress on adaptation actions, ensure coordination among responsible institutions, and assess the effectiveness of adaptation processes. Accordingly, three distinct sets of indicators were established to enable the monitoring and evaluation of risks, the responses put in place to reduce those risks and vulnerabilities, and the resulting outcomes, namely progress.
