Prof. Halil Hasar, Director of Climate Change, held a high-level meeting with UNFCCC Parties and Heads of Delegations. This inaugural informal online consultation was designed to strengthen international cooperation in the global fight against climate change. Co-chaired by Director Hasar and COP30 Chief Climate Negotiator Ambassador Chagas, the session focused on the key pillars that will shape the future of climate diplomacy.

Broad-Based Diplomatic Engagement

The meeting covered key agenda items including “Climate Finance and the New Collective Quantified Goal, and the scaling up of adaptation finance,” “full implementation of Paris Agreement requirements under the Belem 1.5°C Mission,” and the “acceleration of Biennial Transparency Reports and Nationally Determined Contributions processes.” Discussions also focused on the “Global Stocktake,” “Global Implementation Accelerator,” and the “just energy transition within the framework of the UAE Dialogue.”

Emphasis on the "Transition to Implementation"

The session included calls for countries that have yet to submit their NDCs to do so promptly, while emphasizing the principle of "Common but differentiated responsibilities. Participants stressed the vital importance of prioritizing national circumstances and shifting the focus from theoretical resolutions to a decisive "transition to implementation."

In a meeting where Heads of Delegations reaffirmed their commitment to balancing mitigation and adaptation efforts and supporting capacity-building, participants included Australia's Chief Negotiator Dr. Sally Box and the Chair of the UNFCCC Subsidiary Body for Implementation Julia Gardiner, alongside representatives from numerous party nations such as India, China, Japan, the European Union, Singapore, the Maldives, Korea, Azerbaijan, Indonesia, the Marshall Islands, Norway, and Egypt.
