Graduated in 2003 from METU Department of Environmental Engineering, Dinçbaş received her master's degree in Management Organization from Hacettepe University in 2007 with a thesis on “Succession Process in Family Businesses” and her PhD degree in 2017 from Ankara University, Department of Social Environmental Sciences with a thesis on “Clean Technology Adoption in the Context of Climate Change”.
She worked as an expert and coordinator in the environment sector at the National Productivity Center between 2004-2011, at the Ministry of Industry and Technology between 2011-2019 and at the Presidency of Strategy and Budget between 2019-2021. Since 2022, she has been working as Deputy Director at the Climate Change Directorate.
She has more than 20 years of experience in policy and strategy formulation, project development and management, training and consultancy in all areas of environmental management, especially climate change. Her main areas of expertise are change management, strategic planning, investment planning, sustainability, mitigation and adaptation, international environmental agreements and negotiations, national and local environmental policies, waste management, cleaner production, climate models, energy models, clean technology management and eco-innovation. Dr. Dinçbaş has books and scientific publications on these subjects and is a visiting lecturer at the university.
Since 2011, Dr. Dinçbaş has been a member of the Turkish delegation of the UNFCCC and is also the National Focal Point of the Convention.
Dinçbaş is married with two children and speaks English and German.
