After graduating from METU Environmental Engineering Department in 2003, Tuğba DİNÇBAŞ received her master's degree with her thesis on “Transfer Process in Family Businesses” in the Department of Management and Organization of Hacettepe University in 2007. She received her doctorate with her thesis on “Clean Technology Acquisition in the Context of Change”.
Dr. Dinçbaş, who started her career as Assistant Specialist, worked as an expert and coordinator in the environment sector at the National Productivity Center Research Department between 2004-2011, at the Ministry of Industry and Technology between 2011-2019, and at the Presidency of the Republic of Türkiye Strategy and Budget Directorate between 2019-2021. In January 2022, she was appointed as the Head of the Greenhouse Gas Reduction Department to the Climate Change Presidency. As of June 15, 2022, she was appointed as the Vice President of the Climate Change Presidency. Dr. DİNÇBAŞ continues her duty as the Vice President responsible for mitigation and adaptation policies.
DR. DİNÇBAŞ's main areas of expertise are; change management, climate change, emission reduction, climate change negotiations, environmental management and policies, circular economy, clean production, sustainability, strategic planning, clean technologies, and eco-innovation.
Dr. DİNÇBAŞ, in addition to her books and scientific publications on these subjects, has an experience in project development and management, training, and consultancy. She has been taking part in the United Nations Framework Convention on Climate Change Negotiations on behalf of Turkey since 2011.
