Prof. Dr. Halil Hasar, Director of Climate Change, led a delegation to the Heads of Delegation Meeting on the New Collective Quantified Goal (NCQG) on October 8, a key preparatory step for the upcoming COP29 summit in Baku this November.

The session was primarily designed to assess the progress of NCQG negotiations and foster a dialogue on the core issues necessary for defining the goal and identifying workable solutions.
During the opening session, delegates explored potential areas of consensus to drive further progress, while also deliberating on the specific timeframes and transparency frameworks associated with the NCQG.

The second session highlighted a growing alignment among parties toward a multi-tiered approach for mobilizing investment; here, participants exchanged views on the goal's fundamental pillars, specifically its scale, the base of contributors, and various funding sources.

The third and final session served as a platform where all member states exchanged perspectives on setting an ambitious target that addresses the unique needs and priorities of developing nations.
