The “Second Global Dialogue on Climate” was held in Istanbul under the auspices of the Directorate of Climate Change.

The “Second Global Dialogue on the Impacts of the Implementation of Response Measures,” organized in cooperation with the Secretariat of the United Nations Framework Convention on Climate Change and the UNDP Istanbul Regional Hub, kicked off under the theme: “Advancing the Implementation and Mainstreaming of Response Measures in the Context of Nationally Determined Contributions: Managing Synergies and Trade-offs to Create Jobs, Strengthen Co-Benefits, and Promote Equitable Approaches to Critical Minerals.”
The opening address was delivered by Director of Climate Change Prof. Halil Hasar. Speaking at the program, which aims to assess the socio-economic and environmental impacts of the implementation of climate policies and to manage these impacts in order to ensure a sustainable, fair, and inclusive transition, Prof. Hasar emphasized that combating climate change is not limited to setting mitigation targets, but also entails managing their economic, social, and environmental implications in a just and equitable manner.
Underlining that response measures constitute a critical component of global climate action, Prof. Hasar said: “Our goal should be to minimize all negative impacts while maximizing positive outcomes, to promote green growth, and to ensure a just transition for all.”
Recalling that President Recep Tayyip Erdoğan announced at the UN General Assembly that Türkiye’s new NDC covers all sectors and all greenhouse gases, and that it targets a reduction of 466 million tons of emissions by 2035, Prof. Hasar made the following remarks:
“A reduction of 466 million tons of emissions is targeted by 2035.”
“With the first Nationally Determined Contribution we submitted in 2023, we significantly consolidated our emission reduction target. With the Climate Law adopted in 2025, our 2053 Net Zero Emissions target and our Green Growth vision have been placed on a strong legal footing. At this critical juncture, marking the 10th anniversary of the Paris Agreement, Türkiye is finalizing its new NDC. As announced by our President at the UN General Assembly, the new NDC covers all sectors and all greenhouse gases. Accordingly, a reduction of 466 million tons of emissions is targeted by 2035, thereby limiting total emissions to 643 million tons. This target will be submitted to the UNFCCC Secretariat ahead of COP30. Our new NDC is supported by a nationally developed emissions projection model and strengthened institutional capacity, and offers a comprehensive, realistic, and practicable roadmap.”
“Provision of adequate financing and resources is vital.”
“Achieving global climate goals requires all Parties to act ambitiously in line with their respective responsibilities. At the same time, national circumstances, challenges, and potential must be carefully taken into account. In particular, provision adequate financing and resources is vital for developing countries to fully implement ambitious mitigation actions and to harness sustainable development opportunities. Türkiye remains steadfast in its resolve to play an active and constructive role in this process. As a demonstration of our commitment to climate action, we would like to reiterate our candidacy to host COP31.”
The event also featured exchanges of experience in specific areas such as critical minerals and just economic transition, and aimed to foster dialogue to support sustainable, inclusive, and resilient development by effectively integrating response measures into countries’ NDCs and national policies.
