The Climate Club, established to accelerate industrial decarbonization and strengthen global cooperation, has announced the “Voluntary Principles for Action to Address Carbon Leakage and Other Spillover Effects.”

The official launch of the voluntary principles took place in New York at the meeting titled “Enhancing Global Cooperation for Industrial Decarbonisation.”

At the event, it was announced that the principles—whose preparatory process was co-led by Türkiye and the United Kingdom—had been endorsed by Climate Club members.

The launch meeting was attended by Deputy Director Dr. Tuğba Dinçbaş on behalf of the Directorate of Climate Change, UK DESNZ Director for International Net Zero: Energy and Trade Marina Skrinar, and Climate Club Co-Chairs Julio Cordano and Berthold Goeke.

Purpose and Scope of the Principles

Promote environmental outcomes and facilitate climate ambition in line with the temperature goals of the Paris Agreement. Be consistent with relevant international law, including relevant international agreements. Improving the conditions for investments aimed at decarbonization in the industrial sector and for innovative solutions in the production of goods and services, and supporting the enhancement of the sector’s growth and circularity through various methods. Avoid disproportionate burdens on industrial enterprises, considering the needs of small and medium-sized enterprises (SMEs) where appropriate.

Recognise the right of jurisdictions to regulate and establish their own climate mitigation policies and, where appropriate, endeavour to consider the diverse range of climate mitigation policy approaches deployed by different jurisdictions. Promote transparency, interoperability, and accessibility of emissions monitoring, reporting, and verification (MRV) systems associated with policy instruments in order to promote international cooperation and to facilitate trade. 

Seek transparent and open collaboration, aiming to improve common understanding on practices and policies, and to identify relevant capacity gaps, needs, and potential solutions and decarbonisation pathways based on country experiences. The Climate Club is an intergovernmental cooperation platform established in an effort to accelerate industrial decarbonization, enhance circularity, and promote green growth, in collaboration with think tanks, non-governmental organizations, private sector stakeholders, and experts.
