The Pre-COP meetings organized ahead of the 30th Conference of the Parties (COP30) of the UN have commenced in Brasília, the capital of Brasil.

The Pre-COP meetings organized ahead of the 30th Conference of the Parties (COP30) of the UN have commenced in Brasília, the capital of Brasil. 

Türkiye is represented at the meetings by Deputy Minister of Environment, Urbanization and Climate Change and Chief Climate Negotiator Fatma Varank, along with Director of Climate Change Prof. Halil Hasar.

The meetings, which aim to strengthen global cooperation in tackling climate change, are attended by ministers and deputy ministers from more than 50 countries.

Speaking at the meeting, where decisions adopted at COP29 are expected to be translated into action during the COP30 process, Deputy Minister Varank outlined Türkiye’s approach to global climate negotiations, stating: “Türkiye is ready to cooperate with all Parties to promote continuity and ensure lasting implementation.”

Speaking at the Ministers' Roundtable Meeting, Deputy Minister Varank stated that the “Baku Climate Alliance Pact” and the New Collective Quantified Goal (NCQG) decisions adopted at COP29 laid the foundations for a new era in climate finance, adding:

This marks a new chapter in climate finance

The ‘Baku Climate Unity Pact’ adopted at COP29, together with the new finance target, has laid the foundation for a new era in tackling climate change. The priority now is to strengthen these foundations by mobilizing all actors and instruments in order to achieve tangible results on the ground. For successful implementation, effective use of technology and capacity-building tools is as critical as finance. Finalizing the Global Goal on Adaptation (GGA) indicators and establishing a transparent, trackable framework based on country-specific concerns should stand out as one of the most concrete outcomes of COP30.”

“We must take action in the spirit of Mutirão”

“The spirit of ‘Mutirão,’ highlighted by the Brazilian Presidency, finds its cultural equivalent in Türkiye in the concept of imece (collective action). This spirit should be our point of departure, and our objective must be to translate it into action. As Türkiye, we hope that the process will move forward in this spirit and that COP30 will conclude with balanced, inclusive, and implementable outcomes. Pre-COP meetings are convened ahead of COP30, scheduled for November, to facilitate preliminary negotiations among countries and to build common ground on key climate-related issues. While these meetings do not form part of the official UNFCCC calendar, they play a critical role in shaping both the direction and the tone of the negotiations.
