The Directorate of Climate Change conducted a study visit to Germany as part of ongoing efforts to establish Türkiye’s Emissions Trading System (ETS).

Organized in cooperation with GIZ, the visit aimed to provide technical input to the design and implementation of Türkiye’s ETS. Within this framework, Germany’s emissions trading system was examined on site.

During the first stop of the visit, the delegation met with officials from the German Emissions Trading Authority (DEHSt) in Berlin. Discussions focused on the preparations under way for the Türkiye ETS, as well as the Climate Law, which entered into force in July. DEHSt experts shared their experience on free allocation methodologies, benchmarking practices, and monitoring plans. The technical sessions enabled an in-depth exchange of views through mutual assessments and question-and-answer sessions. 

Recent Developments Addressed at ICAP Meeting

In the second phase of the program, the delegation attended a meeting of the International Carbon Action Partnership (ICAP). The meeting addressed recent developments in global carbon markets, allocation approaches, and the latest updates under the EU ETS 2. Participants were also briefed on ongoing and planned projects implemented by GIZ with Türkiye under IKI financing. The Turkish delegation shared developments regarding the ETS and Climate Law process.

Market Infrastructure Discussed with EEX in Leipzig

The final stop of the visit was Leipzig, where the delegation met with officials from the European Energy Exchange (EEX). Discussions focused on the functioning of primary  (auction) and secondary (spot) carbon markets under the EU ETS. Possible market infrastructure models for the Türkiye ETS and potential areas of cooperation were also explored. Through this visit, the Directorate of Climate Change continued to examine international best practices firsthand in support of the establishment of Türkiye’s Emissions Trading System.
