Director of Climate Change Prof. Halil Hasar spoke to Daily Sabah in Belém, where he attended COP30. Hasar commented on Türkiye’s climate change mitigation efforts, its Second Nationally Determined Contribution, the 2053 Net Zero Emissions Target, COP30 negotiations, and Türkiye’s vision for COP31. “Türkiye is preparing to host COP31.” he said.
“Our goal is to organize this summit in an inclusive and results-oriented manner.”
Recalling that the Second Nationally Determined Contribution, which outlines Türkiye’s green transition strategy based on the 2053 Net Zero Emissions Target, was announced by President Recep Tayyip Erdoğan at the climate summit in New York, Hasar made the following remarks:

“We developed a comprehensive model to identify pathways for reaching our net zero emissions target by 2053. Working with the in-house team established by the Directorate and experts from Cambridge and Oxford Universities, we mapped out Türkiye’s potential pathways to meet its 2053 target. The 2035 targets envision expanding the share of renewable energy while gradually reducing dependence on fossil fuels. No country can overhaul its energy infrastructure overnight; what matters is diversification and a phased transition.”
“We advocate doubling adaptation financing.”
Under the “Baku to Belém Roadmap,” the annual 1.3 trillion-dollar climate financing target will be allocated according to investment priorities. To facilitate access to climate funds for developing countries, indicators must be streamlined and adaptation finance must be doubled. Indicators that reflect country-specific parameters or common challenges should be used, considering it is not feasible to operate with 5,000 indicators; we need to reduce this number to around 100 so that progress can actually be monitored. Without this simplification, funding mechanisms will falter and countries will face barriers in accessing funds. This is why; we advocate doubling adaptation financing to ease the process.”

COP31 Hosting Negotiations Continue
Recalling Vice President Cevdet Yılmaz’s remarks at the COP30 Leaders’ Summit that Türkiye is ready to assume a bridge-building role between the Global North and the Global South, Hasar reiterated this vision and confirmed that intensive negotiations on Türkiye’s bid to host COP31 are ongoing.
