Türkiye’s Second Nationally Determined Contribution (NDC 3.0), announced by President Recep Tayyip Erdoğan at the Climate Summit held in New York on September 24, has been submitted to the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC).
Under the new submission, Türkiye pledged to reduce emissions by 466 million tons of CO² equivalent by 2035 compared to the reference scenario and to limit emissions to 643 million tons of CO² equivalent.
This target sets out a fair, inclusive, and highest-possible level of mitigation, aligned with Türkiye’s economic development objectives, national circumstances, and sustainable growth vision.
It is emphasized that international support in the areas of climate finance, technology transfer, and capacity building will play a critical role in achieving these targets and in translating the green transition vision into practice.
Under its previous submission, Türkiye had set a target of 695 million tons of CO² equivalent for 2030, corresponding to a 41 percent reduction compared with an emissions projection of 1,175 million tons of CO² equivalent.
With the new submission, targets for 2035 have been defined within a more up-to-date framework that reflects economic and technological developments as well as sectoral transformations.
The Second Nationally Determined Contribution was developed through a comprehensive and participatory consultation process conducted from 2022 to 2025.
Throughout this process, broad stakeholder engagement was ensured through the contributions of public institutions, local administrations, the private sector, academia, non-governmental organizations, and young people, resulting in a holistic policy architecture.
The submission builds on the Updated First Nationally Determined Contribution, Climate Change Mitigation and Adaptation Strategies, Action Plans, and the Long-Term Climate Strategy.
A Türkiye-specific greenhouse gas emissions modeling infrastructure was also developed.
In this context, all sectors covered by the National Greenhouse Gas Inventory were modeled and forward-looking emissions projections were produced.
Türkiye continues its efforts in line with the Paris Agreement’s goal of limiting global temperature increase to 1.5 °C.
Türkiye remains firmly committed to strengthening global solidarity in tackling climate change and to building a cleaner, more resilient, and more sustainable world for future generations.
